1) http://www.wipo.int/freepublications/en/intproperty/895/wipo_pub_895.pdf is a good background definitions document
and I suggest you start at Wikipedia and follow links to the most important concepts: http://en.wikipedia.org/wiki/Patent
and here about the Patent Treaty Procedure at WIPO http://en.wikipedia.org/wiki/Patent_Cooperation_Treaty#Procedure
2) http://www.uspto.gov/web/offices/pac/mpep/documents/0700_706_02_f_1.htm explains the timeline issues and when and how a researcher gets priorioty to a patent file.
3) http://v3.espacenet.com/eclasearch?AB=gene%20NEAR%20silencing is an introduction to the concept of Patent Classes and Classification
4) http://www.dep.anl.gov/postdocs/resources/postdoc_presentations/elsie.pdf is one of many good presentations of our basic concepts. I will show you how to find other such reference documents.
5) http://www.biology.iupui.edu/biocourses/Biol540/4pipeline2CSS.html is a good explanation of the timeline and patenting issues for drugs
6) http://clinicaltrials.gov/ is your key to getting an overview of who is conducting which clinical trials. Try and search for "sirna" OR "gene silencing" AND psoriasis

Delphion is a subscription database of all the above selections plus Japanese front pages. Delphion also has a good overview of how to use databases
8) Articles database: I use Highwire a lot. JBEngine has a number of good templates.
